2019 Fantasy Outlook
Carter came over to the Texans midseason in 2018 after he was released by the Eagles. He stepped into a good situation as Houston's offense spent large swaths of time without Will Fuller or Keke Coutee, or both. Those two are expected to be the No. 2 and 3 wide receivers behind DeAndre Hopkins, so Carter will need to do more than lineup at wideout. Often, the Texans use depth wideouts as returners, and that's where Carter will have to make an impact. Fuller's injury history will keep the door open to Carter and deep threat Vyncint Smith. Expected to keep roster spot
WRHouston Texans
April 15, 2020
Carter is expected to retain his roster spot with the Texans in 2020, despite facing tough competition for offensive snaps, Aaron Reiss of The Athletic reports.
ANALYSIS
Will Fuller, Brandin Cooks, Kenny Stills and Randall Cobb all have extensive NFL experience as starters, while Carter and Keke Coutee both have spent some time in the No. 3 receiver role for Houston. It was Carter who handled that job when Fuller missed a playoff game in January, while Coutee made just two appearances after mid-November. The other factor working in Carter's favor is his versatility, as he was the Texans' primary returner for both kicks and punts last season. Of course, the team may decide to keep six wide receivers anyway, or else it could trade one of them away to free up the logjam.

The 5-foot-8, 190-pounder is viewed as something of an undersized slot guy, and while the odds of Carter making the Patriots' final roster don't look great, he could end up sticking if injuries pile up given how sharp he's looked at times, a trend that dates back to the spring. If Carter doesn't survive the team's final cuts, a spot on the practice squad could be in order (assuming he goes unclaimed by other teams).
An undrafted free agent out of FCS Sacramento State, Carter had a very productive career and tests well athletically, but he's only 5-10, 185 pounds, and he didn't face much of a challenge in college. He'll compete for a a slot role with the Ravens, but he's more likely to stick around as a return specialist and depth receiver.
