Short has been cleared for football activities after undergoing shoulder surgery last season, Adam Schefter of ESPN reports.
ANALYSIS
The former Pro Bowler has already been in talks with a handful of teams and could land somewhere prior to the beginning of training camp. The 32-year-old Short recorded six tackles (three solo) in three games last season before suffering the shoulder injury.

After being named to his second Pro Bowl in 2018, Short unfortunately made just two appearances last season due to a shoulder injury. His absence coincided with the Panthers' defensive performance dropping off significantly, but in spending this year's first two draft picks on the front seven, Carolina added new life to support Short this season. When at his best, Short ranks among the most disruptive interior defensive lineman league-wide, but he'll have to re-prove himself during his age-31 campaign. In three seasons prior to 2019, he averaged nearly 50 tackles and 5.5 sacks while playing 46 games.
Despite missing the first two games of his six-year career, Short was named to his second Pro Bowl last season. That came thanks to only 42 tackles and three sacks, both marking his lowest totals since 2014, but Short also made an impressive 12 stops for loss. Among the league's best interior defensive linemen, Short will welcome the addition of fellow DT Gerald McCoy this season. Both players will hope to benefit from each other's presence, potentially helping them approach their former All-Pro bests.
With Aaron Donald and Ndamukong Suh playing in a 3-4, Geno Atkins might be the only 4-3 tackle more feared than Short. He's a leading contributor to an annually tough Carolina run defense, and he comes through for IDP owners by reliably hovering around the 50-tackle mark with an average of just over eight sacks per season the last three years. Upside is always limited with 4-3 tackles, and the same is true of Short, but he should prove a fine DL2 in 12-team formats.
While Short likely doesn't have much upside due to playing defensive tackle in Carolina's 4-3, he's shown enough production the last two years to qualify as a worthwhile consideration in most formats. With Star Lotulelei at the other tackle spot and 2016 first-round pick Vernon Butler playing often off the bench, Carolina rotates each by capping Short's play count at about 800. But 110 tackles and 17 sacks the last two years shows he can make a reliable impact even if he only logs a modest number of snaps.
When Short was a potential draft pick out of Purdue, the question wasn't whether he had talent. The blessings were always self-evident, but it was unclear if he'd show the motor and consistency needed for his talent to manifest. At this point there is no question – Short is one of the most dominant linemen in the league, and he's the anchor for one of the league's most feared defenses. Even as a big-bodied run stopper, Short demonstrated uncommon disruptiveness in 2015. The sack total (11) will probably drop, but he's still among the few tackles that stand out as useful IDPs.
Through his first two seasons, Short has emerged as a dynamic interior defensive lineman. In an expanded role last season, the 2014 second-rounder accumulated 40 tackles, 3.5 sacks, two fumble recoveries and one forced fumble. Now slated for a full-time starter's role at defensive tackle, Short's stock could continue to climb in Year 3.
Short, Carolina's second-round selection last season, developed nicely over the course of his rookie campaign, finishing with 30 tackles (18 solo) and 1.5 sacks. In Year Two, Short could unseat veteran Dwan Edwards as the Panthers' starting defensive tackle next to Star Lotulelei. With that in mind, a slight boost in production could be in store for the athletically gifted Short.
An impressive athlete for someone his size, Short will play behind Dwan Edwards at defensive tackle this season, but figures to see his share of playing time nonetheless.
